Raised in a prosperous family, he developed a sharp awareness of the social dynamics around him. He gained fame for his lively portrayals of high society, from chic seaside scenes in Scheveningen to elegant gatherings in The Hague and Rotterdam. His range was striking, as he moved with ease between depicting refined elites and the rugged fishermen of Katwijk. Sluiter also excelled in poster design and caricature, leaving behind a vivid visual chronicle of a Netherlands balancing tradition with the glamour of the Belle Époque and the Roaring Twenties.
